The University Senate was created by action of the Board of Trustees on July 7, 1972. The Senate is a body of one-hundred-thirty-seven members representing three constituencies: faculty, administration, and students. The seventy faculty members, comprising the Faculty Council, represent faculty of the eighteen colleges, the University Libraries, the Military Sciences, and the four Regional Campuses. The twenty-six members of the Administration include the President, who serves as presiding officer of the Senate, the eighteen college deans, the Executive Vice President for Academic Affairs and Provost, the Senior Vice President for Business and Finance, the Senior Vice President for Research, the Executive Dean of the Colleges of the Arts and Sciences, the Executive Dean of the Regional Campuses, the Dean of the Graduate School, and the Director of Libraries. The forty-one student representatives include twenty-six from the Undergraduate Student Government, ten from the Council of Graduate Students, and five from the Inter-Professional Council. The voting majority rests with the faculty. In any year, sixty-four new members are seated. The Senate is therefore a continuing body. The actions and resolutions adopted in Senate continue to be effective until superseded or amended.
Regular meetings of the Senate are scheduled at least seven times during the academic year. The meetings are held on Thursday afternoons and are open to all members of the University community. Written announcement of meetings and their agenda, with copies of any substantive proposals for Senate action, are provided to all members and alternate members at least seven days prior to the scheduled meeting.
The University Senate, subject to the authority of the Board of Trustees, has been delegated the legislative authority of the University Faculty over educational and academic policy (Referendum vote of the University Faculty, May 11, 1973). From this action, and Rule 3335-5-41 of the Administrative Code, the Senate derives its principal powers on academic and educational matters. 3335-5-41 Powers. (A) Under delegation by the university faculty as defined in rule 3335-5-19.1 of the Administrative Code
(1) to establish the educational and academic policies of the university,
(2) to recommend the establishment, abolition, and alteration of educational units and programs of study,
(3) to recommend to the board of trustees candidates for honorary degrees,
(4) to recommend candidates for degrees and certificates (which power shall be reserved to the faculty and administrative members of the university senate).
(B) To consider, to make recommendations concerning, and (in pursuance of rules pertaining to the university) to act upon matters relating to the rights, responsibilities, and concerns of students, faculty, administrators, and staff.

In the exercise of its powers, many actions of the Senate consist of resolutions recommending to the Board of Trustees the enactment of new or revised “Rules of the University Faculty.” These actions, when approved by the Board, are appropriately recorded and preserved in the published “Actions of the Board of Trustees” and in the codified book of “Rules of the University Faculty.”
Additionally, there are actions of the Senate which are not directed to the Board of Trustees, but in their enactment by the Senate, and under the authority of Rule 3335-5-41 of the Administrative Code, establish binding policies of the University.
By its own action, the Senate has delegated some of its authority to other bodies. On May 8, 1982, the Senate approved the delegation of its authority to approve degree candidates as follows: That the faculty and administrative members of the University Senate delegate to the deans or directors of the respective colleges and schools in the university responsibility for approving, on their behalf, candidates for degrees as recommended by college faculties and the graduate council.
By action of the Senate on March 6, 1976, the Council on Academic Affairs has the authority to review guidelines for student transfer from University College submitted by degree-granting units. The policy for such transfer, as approved by the Senate, is on record in the Senate Office.
Additional information on the procedures and operation of the Senate are contained in the Election Bylaws and the Bylaws of the University Senate. A permanent record of Senate actions which have continuing effect shall be maintained in the Office of the University Senate.
